Payroll Services
Frontline provides payroll
services as required on a weekly basis as specified by you the client for
your temps, contractors or temp to hire candidates you have sourced.
Services are available when needed. There is no minimum usage
required and there is no long term or exclusive contract.
There are no maximum funding limits placed on companies although the
credit of the company is a factor in providing payroll funding. Credit
analysis and a signed formal agreement are required to utilize this service.
Why use this service?
1. You found a great candidate on your own,
not from an agency, but your company is only allowing you to hire people on as a temporary,
contractor or temp to
hire.
2. You want to hire a new employee but are
not sure if it is the right fit and would like to test the water (try before you
buy!).
3. You
would like the option to bring someone on board as a temporary or contractor
first but do not want to pay the fee to utilize an agency.
4. You have a summer intern and need to set
them up as a seasonal temp but HR will not allow you to hire them full time for
such a short period of time as an employee.
5. Your company is on a hiring freeze but
you CAN get approval for temps, temporary to hire or contractors
and need an option.
6. You have a project, have the contractors
and need to ensure prompt payment to the people working onsite for the
project....legally per IRS guidelines.

WHAT DOES FRONTLINE CHARGE FOR THIS SERVICE?
Frontline charges a fee based on a mark up of the hourly rate
that the company is paying the individual. The mark up ranges between 45
- 55% depending on the volume of business, company credit rating and hourly pay
rate for the individual.
WHAT DOES FRONTLINE DO TO EARN ITS FEE?
We provide payroll
funding, payroll processing, and invoicing services. We take certain risks and
responsibilities involved with becoming the legal employer of the workers. We
are responsible for federal, state, and local payroll taxes. We provide and
administer workers’ compensation and other insurance. We are responsible for
unemployment claims and other workplace issues. We offer a variety of services
to the workers and administer a comprehensive benefits program.
WHAT WORKERS’ COMPENSATION CLASSIFICATIONS WILL FRONTLINE ACCEPT?
Frontline
has workers’
compensation insurance to cover workers in the 8810 class code – office/clerical
and office/professional. This classification covers practically any type of work
performed in an office setting, e.g., office support staff, secretaries,
engineers, finance and accounting professionals, computer programmers and other
professionals ONLY. We do not cover any warehouse, light industrial or
medical at this time.
WHAT BENEFITS ARE AVAILABLE TO THE WORKERS?
Frontline
offers a range of
benefits and services to the workers. Generally, the cost of benefits is paid by
the worker. Available benefits include short and long term health insurance,
dental discounts, and vision discounts. Life and other types of insurance are
also available. Credit union membership is offered in some states.
WHAT ABOUT PLACEMENTS IN STATES OTHER THAN TEXAS?
Frontline
can employ workers in
every state and in all Canadian provinces except Quebec. As an employer in these
locations, it means that we are registered and licensed to do business, withhold
and deposit appropriate state and local payroll taxes, insure workers against
jobsite injuries, respond to unemployment claims, and perform other employment
related responsibilities. Frontline also becomes responsible for filing annual
state corporate tax returns and maintaining compliance with the varying state
requirements regarding overtime pay, meal and rest breaks, and all other
applicable employment legislation.
HOW DO THE WORKERS GET PAID?
Several payment
options are available. Usually, workers are paid by direct deposit which is
provided without charge. Sometimes, workers prefer to have paychecks mailed to
their home address or mailed elsewhere. For those workers who do not have a
conventional bank account, we can establish a special ATM account that can
accept direct deposit of their paycheck. They are able to access the money via a
debit card provided by the Bank of America.
HOW DOES FRONTLINE CHECK OUR COMPANY CREDIT?
Frontline
has several resources
available to check client company credit such as Dun & Bradstreet and TRW
Experian. All companies are reviewed for annual revenue estimates, number of
employees, years in business, and credit rating to determine credit worthiness
and recommended credit limits.
HOW LONG AM I COMMITTED TO FRONTLINE SOURCE GROUP?
Our program is
designed to offer you maximum flexibility to operate your business. We are a
resource to be used if, as, and when needed. We do not require any minimum
amount of business and do not require that we be used exclusively as your sole
provider of payroll services.
